After Bulgaria’s accession to the European Union, “Dyulgerova & Penkova” Law Firm became one of the few law firms specialized in the field of the EU customs law.

Our practice is mainly connected with tariff classification of goods, anti-dumping duties, customs valuation, customs declaration invalidation, appeal of punitive decrees for sanctions imposition under the Customs Houses Act.

Since 2008 the law firm has represented its clients in more than 60 court cases dealing with complaints against customs authorities’ decisions and punitive decrees related to violations of customs legislation.

We have developed deep knowledge of the case-law of the Court of the EU in the field of customs law, while successfully referring to it in our lawsuits before Bulgarian courts. We have established contacts with European law firms specialized in this field more than 10 years.

Main projects in the field of customs law:

  • Since 2008 we have advised the largest steel ropes and bearings importer regarding EU customs law issues;
  • In 2006 we advised a Japanese firm regarding the import of a turbine for thermal-electric power-station rehabilitation (customs declaration invalidation and refund of EUR 800.000 customs duties incorrectly paid in;
  • We have advised an American firm regarding import of medical instruments and alograft products in Bulgaria;
  • We represent a subsidiary of a Dutch company regarding the appeal of customs authorities’ decisions for anti-dumping duties imposition (2011-2012).

We advise our clients with regard to tax related isssues in the field of commercial transactions and business operations, while successfully performing procedural reprensentation upon revision acts appeal.
